Preheat the oven to 160C/325F/Gas mark 3
Place the golden syrup in a saucepan with the butter and sugar. Heat gently until melted and smooth. Allow to cool slightly. Mix the oats with the coconut and flour, then stir into the syrup mixture. Dissolve the bicarb. in the water and add to the mixture. Combine well.
Divide into 32 balls and place on greased baking trays. Flatten a little with a teaspoon. Bake in the preheated oven for 20 minutes or until golden. Allow to cool slightly, then lift off with a spatula and cool on a wire rack.
