Preheat the oven to 180°C/350°F/Gas mark 4
Sift the together the flours, salt and baking powder. Stir together the oil, juice, maple syrup and vanilla. Fold in to the flour mixture. Add the raisins. Blend well.
Drop by teaspoonful on an oiled cookie sheet. Bake for 8 to 10 minutes or until the edges are lightly browned. Cool in the oven until firm, then place on a wire rack until cooled completely.
