Preheat the oven to 160°C/325°F/Gas mark 3
Sift together the flour, milk powder, baking powder and salt. Meanwhile cream together the oil, syrup, water and essence. Pour into the milk mixture and blend thoroughly.
Drop teasspoonfuls of batter on lightly oiled baking sheet, and press a chunk of papaya into the center of each cookie. Bake for 12-15 minutes. Cool on a rack before serving.
